Enter your topic, the phrase policy brief (in quotations) and the domain search for nonprofits (site:.org)
Example: "migrant workers" women "policy brief" site:.org

The University of Pennsylvania ranks public policy organizations each year. The report organizes ranking across the world and by region in addition to a ranking by area of research. Check the table of contents for the rankings which fit your research topic. For example the topic listing International Development Policy Think Tanks is on pages 183-190.

The ICRG (International Country Risk Guide) Researcher's Dataset from the PRS Group comprises 22 variables in three subcategories of risk (political, financial, and economic), for 146 countries, over the period 1984 to the previous year. Use Lexis Nexis to see individual country reports:
1) Click on Search by Subject or Topic
2) Choose Country Information
3) Pull down Advanced Options and uncheck all databases except PRS Risk Guide & Service
